The Coles County Enterprise Zone now offers housing incentives designed to encourage new residential construction and support community growth. Qualified owner-occupied homes built within the Enterprise Zone may receive property tax abatements, sales tax exemptions on eligible building materials, and waived local building permit fees—reducing both construction and early homeownership costs while promoting long-term investment in Coles County.

New owner-occupied homes built within the Coles County Enterprise Zone qualify for significant cost savings. These incentives reduce upfront construction costs and lower ownership expenses during the first five years, making new home construction more affordable in Coles County. When you build a new, owner-occupied home within the Coles County Enterprise Zone on a (tax parcel) zero lot line, with a registered developer, you could save thousands on construction costs and property taxes!

What Qualifies?

What is Property Tax Abatement?

This means homeowners pay property taxes on the original land value, but the additional taxes generated by the new home are abated for five years—significantly lowering ownership costs during the early years of homeownership.

What is a building material sales tax certificate?

A Building Materials Exemption Certificate (BMEC) allows qualified new, owner-occupied homes within the Enterprise Zone to purchase eligible building materials free of state sales tax, provided the materials are permanently affixed to the home. The certificate must be approved before materials are purchased and is processed through the Enterprise Zone Administrator.
