Planning commission recommends 18 residents for committee

CHARLESTON - The Coles County Regional Planning and Development Commission on Thursday recommended a list of residents who would serve on a committee that would advise the county on solid waste issues.

Jeff Lahr, Coles County Solid Waste coordinator, said the Solid Waste Citizens Advisory Committee would look at what options the county has to handle its solid waste disposal needs and help update the county's Solid Waste Management Plan.

Lahr said the membership of the 18-member Solid Waste Citizens Advisory Committee, would go before the Coles County Board on Nov. 14 for final approval.

.The County Board voted on Aug. 18 to deny the landfill siting application from Allied Waste Industries Inc. The company operates an existing landfill in the county, but says that one will be full and have to close early next year.

Allied has appealed the County Board's decision to the Illinois Pollution Control Board. It's possible that the appeal could be delayed or withdrawn if Allied and the county agree on an alternative to the landfill.

A Solid Waste Workshop will be held at 9 a.m. Nov. 3 at the Best Western Worthington Inn in Charleston, Lahr said. He said this workshop will help educate County Board members, Solid Waste Citizens Advisory Committee members and the general public about a variety of solid waste issues.

The Coles County Regional Planning and Development Commission also recommends that the county adopt a "perpayment system for its recycling program instead of paying a flat monthly fee. Lahr said, under new payment system, there would be a $400 charge every time a recycling container is full and must be emptied.

Lahr said the county and local municipalities currently pay $77,500 annually for the recycling program. He said it is estimated that the per-pull payment system would reduce this cost to under $50,000. He said the county would handle 50 percent of the cost of the per-pull system.

"It's more of a fair and equitable distribution of the responsibility and costs," Lahr said.

Lahr said a second drop-off site for recyclable materials may be established in Charleston, and all of the drop-off sites may start accepting milk jugs and detergent bottles.

Publisher Bill Hamel of the Journal Gazette and Times-Courier, Jeff Masters of Trailmobile, Lew Stiff of the Illinois Consolidated Telephone Co., Chris Puckel of CCAR, Allen Rathe of Eastern Illinois University, Ray Rieck of Lake Land College, Steve Degler of the Coles County Environmental Force, former County Board Chairman Eugene Bauer, Stan Adkins of the Charleston Education Association, Mark Phelan of the Coles County Farm Bureau, Jeanne Gustafson of Coles Together, Charleston Mayor Dan Cougill and Mattoon Mayor Wanda Ferguson.

Jeff Lahr, Coles County Solid Waste coordinator, said Jeff Huffman of Haz-Stor, local farmer Alan Metzger and Greg Elliott of Lafayette Township, may also serve on the committee. He said Gustafson will help him pick two other committee members before the Nov. 14 County Board meeting.
